Hydrocele Hydrocele is a medical condition in which a fluid-filled pouch forms in the scrotum. Its a disorder characterised by a neurotic buildup of serous fluid in a body cavity. In neonates, this infection is extremely common. During normal development, the testicles go downhill via a tube from the abdomen into the scrotum.
